What is CPNP – Cosmetic Products Notification Portal?
The CPNP (Cosmetic Products Notification Portal) is an online system set up by the European Commission to ensure the safety of all cosmetic products available on the European Union market. It is a key element of cosmetics legislation, which controls the compliance and safety of products before they reach consumers.
What is the purpose of CPNP?
The main objective of the CPNP is to establish a centralised database of all cosmetic products sold in the EU, allowing competent authorities to effectively monitor product safety and to quickly access key information in the event of accidents or safety incidents.
Who is obliged to register a product in CPNP?
Before a cosmetic product can be made available on the European Union market, it must be registered in the CPNP system by the Responsible Person (manufacturer, importer, distributor or authorised third party established in the EEA).
The application to CPNP must include:
✔ Product composition
✔ Packaging and labeling information
✔ Product function information
✔ Appropriate safety warnings where necessary
This ensures full traceability and product compliance with the Cosmetics Regulation (EC) No. 1223/2009.
Who is CPNP for?
- National competent authorities: enables product surveillance and rapid action in the event of potential non-compliance or hazards.
- Poison Control Centers: Provides access to data that is essential for providing emergency assistance in the event of adverse reactions or accidents (e.g. ingestion or skin reactions).
Benefits of CPNP for consumers
The CPNP system makes an important contribution to consumer safety by ensuring that all cosmetic products are properly checked and compliant with EU legislation before entering the market. This allows consumers to use the products available on the market with greater confidence.
